Hi Local Presidents and Legislative Contacts,

SB 166: relative to critical incident stress management and crisis intervention services.
• This bill had an executive session this week, where it passed on an 18-1 vote, and will go on the consent calendar for May 8th. It will likely be re-referred to the House Judiciary committee.
• The bill has been met with enthusiastic support. As you know this bill makes confidential any information that might be divulged during a critical incident stress management and crisis intervention incident.
• This is a good bill that the PFFNH feels very strongly about.

HB 178: relative to public employer collective bargaining agreements.
• This bill had a public hearing on Wednesday. Introducing the bill was Rep. Weed, and supporting it was Chairman White. After a subcommittee was formed, this bill came out of the house in a voice vote.
•  If this bill is passed we can help better understand where negotiations break down and how to solve it in the future.
• This is a good bill, and we would like to see it passed in the Senate, and go on to become law. We will keep you posted on where it goes from here.

HB 283:  establishing a study committee to review the hearings officer's report with regard to the New Hampshire Local Government Center and to study potential changes to RSA 5-B.
• This bill passed with a voice vote in the house, and heads to the Senate ED&A committee on Wednesday morning. The bill is sponsored by Member and Rep Dan Sullivan, and will be necessary informing legislation next session regarding the LGC.

HB 364: relative to notice required concerning employment of a retired member of the New Hampshire retirement system of the limitations on part-time employment.
HB 342: relative to reporting of compensation paid to retired members of the retirement system.
• Senator Carson introduced an amendment that would essentially merge these two bills. The language maintains the employer reporting piece but would eliminate any employer responsibility for part-time notification. The argument is there's too much risk of liability for the employer.
• They did not vote on the bill this week.
• Senator Soucy is working on language that would require notification at the time of hire vs. annually as a compromise.
• They will most likely exec the bill next Wednesday.

SB 152: relative to video lottery and table gaming.
• After public hearings last week, the bill was divided into subcommittees that met all week, and will continue meeting every day next week. The subcommittees study: revenue, community impact, and regulations.
• All 3 subcommittees will report their findings to the full committee on Thursday, May 9th. The full committee is expected to use the following week (5/13-5/17) for work sessions. The joint committee executive session is expected for Tuesday, May 21.
• We also helped to host a legislative luncheon on Wednesday, with over 300 reps in attendance.

• Our count shows both the committee vote and final floor vote to be incredibly close, virtually a tie. The decisions of Reps who are currently undecided will determine the final outcome both in committee and on the floor. There are currently 5 undecided Democrats on the joint committee:
Rep. Dan Eaton [Stoddard]
Rep. David Huot [Laconia]
Rep. Richard Ames [Jaffrey]
Rep. Cindy Rosenwald [Nashua]
Rep. Bill Hatch [Gorham]

If any of these reps are yours, please reach out to let them know we need their support on the joint committee. An "ought to pass" recommendation from the committee would be a huge step toward success.

Cancer Awareness Project
• Secretary/Treasurer McQuillen has been working for the past few weeks on putting together an upcoming story that will air on WMUR next week or the following week.
• The segment highlights the incredible work we have been doing to bring awareness and education to our members about the increase of cancer in fire fighters.
• Please stay tuned for more details on when the story will air.

Elections
Looking ahead to 2014 and 2016, a new UNH poll released this week shows:
Shaheen Favorability
59% - Favorable Opinion
23% - Unfavorable
6% - Neutral
12%- Don’t Know Enough to Say

As for 2016 –
For the Democratic Ticket – Hillary Clinton leads the pack at 61%. Other poll names included VP Biden, Gov. Cuomo, Gov. Patrick, and Mayor Booker. For the Republican Ticket – Sen. Rand Paul and Sen. Marco Rubio lead the pack with 15% each, followed by Gov. Christie, Congressman Ryan, and Senator Ayotte.
